The "837529" note is a clue found in the Slaughterhouse channel of the TV World in Hello Charlotte Episode 1. The numbers on it: "837529" is a password to get into Slaughterhouse-5. To find it, head to Slaughterhouse-6 only after putting on the Executioner Mask, then go to the backroom and interact with the note on the table. The item itself doesn't do anything, is added to the inventory once found to remind the player of the password.
