The Sci-Fi Almanac is an item that appears in the Hello Charlotte Episode 1, in the first stage of the TV World. After giving the Rabbit Toy to the Bunny Pythia, the player can proceed past the locked door. The Sci-Fi Almanac is hidden in the top left corner of the room on the right side (the spot is glowing), and Charlotte asks Seth if she can take it. At first, it doesn't appear to do anything, but if the stuffed bear in the middle of the room attacks, quickly navigate to it in the inventory and use it to eliminate the bear.
